District A has experienced limited representation over the past two years. With over 23 years of experience in civil engineering, I am well-equipped to tackle the pressing flooding and drainage issues that our community faces. These problems have been neglected for far too long, and I am committed to bringing them to the forefront. My goal is to improve the quality of life in District A and ensure that these long-standing issues are finally addressed.
Meet Carlos
Carlos Heredia brings over 22 years of expertise in Civil Engineering, earning his degree in 2003. A highly skilled amateur boxer, Carlos won championships in the Copper Gloves, Silver Gloves, Golden Gloves, and the 1996 Junior Olympics. Despite his success in the ring, he chose to prioritize his education and family life. Residing in Pasadena, Texas, he is a dedicated father to three sons and a daughter who honorably served in the Texas National Guard.


In his professional career, Carlos has contributed to a variety of significant civil engineering projects, including the Gessner Sky Bridge and multiple utility initiatives across different jurisdictions. Currently, he serves as the Vice President of the Harris County NW Municipal Utility District, where he has made impactful changes such as reducing taxes, creating new sidewalks, and developing a park for the community.
In his leisure time, Carlos enjoys boating, golfing, fishing, and working with his horses, making the most of his time outdoors while nurturing his passion for family and community.
About The Position

Legislative Duties: Introducing, debating, and voting on ordinances and resolutions that address local issues such as zoning, land use, public safety, and community development.

Budget Oversight: Participating in the creation and approval of the city’s annual budget, ensuring that funds are allocated appropriately for various city departments and projects.

Constituent Representation: Listening to the concerns of residents in their district, advocating on their behalf, and ensuring their needs are considered in council decisions.

Policy Development: Researching and analyzing community issues, then proposing new policies and initiatives to address those challenges.

Public Engagement: Engaging with the public by attending community meetings, town halls, and public hearings to solicit input and ensure residents’ voices are heard.

Collaboration with City Staff: Working closely with city staff and other council members to implement policies and manage city operations efficiently.
